Challenge
The programme had experienced approximately two years of delay and a growing disconnect between JPS and the delivery organisations. Gazetted forms and prescribed data-capture requirements could not be satisfied simply by relying on generic out-of-the-box functionality, while significant IoT licensing had been acquired without a clear utilisation roadmap.
Principal Consultant Contribution
Entered as a senior management representative and re-engaged key JPS stakeholders to understand what was working, where the pain points were and why confidence had deteriorated.
Prioritised smaller achievable problems first to rebuild trust, then secured additional resources and reopened the Business Requirements Specification so requirements could be clarified and formally signed off.
Reorganised delivery into module-by-module releases with necessary customisation and a first-phase rollout covering three major river environments in West Malaysia.
Introduced field visits to JPS RTU locations to understand operating realities and rebuild working relationships. Programme leadership and client engagement were also restructured to establish a fresh delivery relationship.
